The vendor your procurement can accredit without a debate

Registration, permits, clearances, insurance and weighing-integrity SOPs — assembled into one accreditation pack your vendor-onboarding process can consume in a day.

If your company requires accredited vendors, this page is for your procurement, security and compliance reviewers. ScrapBuyer operates as a documented second-hand dealer under Philippine law: business and BIR registration, LGU permits, PNP clearance under the Anti-Fencing Law (PD 1612), insured crews and hauling, and written SOPs for weighing integrity and KYC. The complete evidence set ships as one accreditation pack — request it below with a company email.

What does “accredited scrap buyer” mean in practice?

Economic zones and large enterprises maintain lists of scrap buyers whose papers have been examined — PEZA and Clark (CDC) both publish accredited scrap-buyer lists, and utilities and manufacturers run their own vendor accreditation. Accreditation is an examination of documents and practices: registration, permits, clearances, insurance, and increasingly, custody and weighing procedures. Our pack is assembled so that examination goes fast.

What’s in the accreditation pack?

  • Company registration and BIR registration documents.
  • LGU business permit and PNP second-hand dealer clearance — current status, with numbers as issued. (Pre-launch note, July 2026: permits are in processing as part of our operations launch; the pack states the live status of each document plainly, and updates as they issue.)
  • Insurance certificates: crew, cargo, third-party liability.
  • Weighing-integrity SOP summary: scale calibration regime, dual custody, CCTV coverage, 0.5% variance audit rule.
  • KYC / anti-fencing policy: corporate sources only, documentation required per account, no override below general manager.
  • Sample weigh ticket, sample invoice, and service-level terms.

Why do we volunteer all this?

Because the entire ScrapBuyer model is built on being the counterparty every reviewer can approve: procurement gets a defensible formula price, security gets custody control, finance gets BIR paper, ESG gets tonnage reports. Transparency is not a compliance cost to us — it is the product.
